NESZ 2026 Calls for Increased, Sustainable and Innovative Education Financing

The 4th National Education Summit Zimbabwe, convened in Bulawayo from 27 to 29 May 2026, adopted Resolution 9 — Education Financing — as one of the most consequential commitments in the Bulawayo Resolution. Because without sustainable, adequately scaled investment, every other resolution remains an aspiration.

Education as a Strategic National Investment

The Summit resolved to increase and sustain investment in education as a strategic national priority. This is a significant declaration. It moves the conversation beyond education as a routine budget line and repositions it as a long-term national investment — one that yields measurable returns in economic productivity, social mobility, innovation capacity, and national stability.

NESZ, as Zimbabwe’s premier national education platform and strategic civil society partner of the Ministry of Primary and Secondary Education, affirms this position unequivocally. Zimbabwe cannot achieve the human capital development its economy and society require without a sustained, multi-year financing commitment from both government and the private sector.

Innovative Financing Models — An Invitation to the Market

The Summit equally resolved to explore innovative financing models and incentives that promote investment in educational technology and infrastructure. This is a direct call to Zimbabwe’s financial institutions, corporate sector, development finance institutions, and impact investors.

Traditional public financing, while essential, is insufficient to close Zimbabwe’s education investment gap at the pace and scale the Bulawayo Resolution demands. What is needed is a diversified financing architecture — one that includes results-based financing, education bonds, tax incentive frameworks for corporate education investment, blended finance structures, and technology partnership models.

NESZ as the Convening Platform for Education Investment

NESZ is uniquely positioned to serve as the national convening platform where government policy intent, private sector investment appetite, and civil society accountability come together around education financing.
